What are the NCLC?

The Niveaux de compétence linguistique canadiens (NCLC) are the national standard for describing French as a Second Language proficiency in adult learners in Canada. They are the French-language counterpart of the Canadian Language Benchmarks (CLB), developed and maintained by the same organization (Centre for Canadian Language Benchmarks / Centre des niveaux de compétence linguistique canadiens). The NCLC define 12 levels across four skills: compréhension orale, expression orale, compréhension écrite, expression écrite.

When evaluators create an NCLC-aligned test in Paliero, they select NCLC as the reference framework. The grading interface and final report then display the 12 NCLC levels. Closed questions are scored automatically. For productive skills, evaluators assign the NCLC level based on their professional judgment, applying the NCLC descriptors.

As with CEFR and CLB assessment, Paliero does not automatically calculate NCLC levels — the trained evaluator remains responsible for the level assignment.

The NCLC are a Canadian framework specifically designed for French as a Second Language assessment in Canada, with 12 levels. The CEFR is an international framework with 6 levels, used for many languages worldwide. Both can be used to describe French proficiency, but the NCLC is the standard required by IRCC and most Canadian francophone integration programs. Paliero supports both.
